Local Law 31 of 2020 requires owners of pre-1960 NYC residential buildings - and 1960–1978 buildings with known lead paint - to have all dwelling units and common areas inspected for lead-based paint by XRF. The original deadline of August 9, 2025 has now passed; HPD is actively enforcing.
Inspections must be performed by an independent third-party EPA-certified inspector or risk assessor. Where a positive reading exists, abatement must be performed by a licensed contractor and followed by clearance dust-wipe testing meeting Local Law 66 standards. Records must be retained for 10 years.
ESX does not perform the third-party XRF inspection (the law requires independence). We coordinate it where helpful, and we handle everything that comes after.
