01 - What we do

Lead Abatement. Building Compliance.

Lead inspection is required by law to be performed by an independent third-party EPA-certified inspector. We coordinate that. The work that follows - the part that actually gets your building back to compliance - is what ESX is licensed and built to deliver.

Lead Paint Abatement

Hand-stripping, encapsulation, component replacement, full removal. Crews trained to EPA RRP and NYC DOB protocols. Tenant-aware site setup with HEPA containment and dust control.

Clearance Coordination

We schedule and manage the third-party clearance dust-wipe testing required after abatement, track results against NYC's 0.5 mg/cm² and Local Law 66 dust standards, and re-clean if needed until the building clears.

HPD & DOH Violation Cure

Active Class C lead violations on the building? We scope the cure work, perform the abatement, file the supporting documentation, and stay engaged through certification of correction.

02 - How we work

A workflow built around your file.

Every project closes with a documentation packet. That's the deliverable. Everything else is logistics.

    Intake & scope

    Send us the XRF report (or we'll coordinate the inspection). We turn it into a scope of work with units, components, and pricing - typically within 3 business days after an on-site inspection for a single building, longer for portfolio scopes.

    Schedule & mobilize

    We sequence units around tenancy, common-area access, and any concurrent renovation work. Containment goes up, notices go out, crews mobilize.

    Abate & clear

    Photo documentation and HEPA-filtered dust control throughout. When the scope is complete, we coordinate the third-party clearance dust-wipe testing and re-clean if any reading misses.

    Close the file

    You get a single PDF packet: scope, certifications, clearance results. Filed as needed for HPD/DOH cure. Retained per NYC's 10-year requirement.

03 - Local Law 31

What the law actually requires.

Local Law 31 of 2020 requires owners of pre-1960 NYC residential buildings - and 1960–1978 buildings with known lead paint - to have all dwelling units and common areas inspected for lead-based paint by XRF. The original deadline of August 9, 2025 has now passed; HPD is actively enforcing.

Inspections must be performed by an independent third-party EPA-certified inspector or risk assessor. Where a positive reading exists, abatement must be performed by a licensed contractor and followed by clearance dust-wipe testing meeting Local Law 66 standards. Records must be retained for 10 years.

ESX does not perform the third-party XRF inspection (the law requires independence). We coordinate it where helpful, and we handle everything that comes after.
